Neang Phat is the license holder and director of Royal Cambodian Armed Force Television (TV5), which was established in 1995 as a joint venture between Thailand’s Kantana Group operating in Cambodia as Mica Media Co., Ltd, and the Ministry of Defense. Neang is a Four-Star general and a Secretary of State at the Ministry of Defense. From 1977 to 1978, he was trained as a commando in Vietnam.
A member of central committee of the Cambodian People’s Party, he was singled out by Prime Minister Hun Sen for criticism in March 2010. The Prime Minister stated he had failed to serve the military’s interest despite his decorations. After this event, TV5 reportedly started to increase its coverage of military’s activities.
