William (Bill) Clough has been one of the owners of the Post Media Co. Ltd since 2008. The head of Twinza Oil, an Australian private owned oil and gas exploration company he founded in 2004, his first move in the media industry came in 2000 when he backed Ross Dunkley – also one of Twinza Oil shareholder – to start The Myanmar Times, a daily newspaper publishing in Burma.
In 1984, with a Bachelor of Sciences in Geology, Cloug joined Clough Engineering Group, his family's engineering Construction Company, as business development manager. He was then appointed to the Clough Limited board as a non-executive director in 1994 until December 2002.
In 2011, as Ross Dunkley was in jail for allegedly assaulting a sex worker, Clough stepped in as acting managing director and editor-in-chief of The Myanmar Times. He will now act as CEO of The Phnom Penh Post until The Post Media Co. Ltd finds a replacement to Chris Dawe, its former CEO.
